What is Extended Producer Responsibility (EPR)?

  • In India, if your business manufactures, imports, sells, or uses plastic packaging, you are legally obligated to manage the environmental impact of that plastic—even after it leaves your hands. This is known as Extended Producer Responsibility (EPR).
  • Under the Plastic Waste Management (Amendment) Rules, 2022, EPR registration and annual compliance reporting are mandatory for Producers, Importers, Brand Owners (PIBOs), and Plastic Waste Processors (PWPs). Failure to comply can result in legal penalties and loss of market access.

Who Needs Plastic waste EPR Registration?

Categories of Plastic Packaging

  • Category I includes rigid plastic packaging, such as bottles, containers, and similar products.
  • Category II covers flexible plastic packaging, which may be single-layered or multilayered (with the same type of material).
  • Category III refers to multilayered plastic packaging made of different material layers that are typically difficult to recycle.
  • Category IV consists of compostable plastic packaging, which is designed to break down under composting conditions.

Each of these categories has specific annual targets for recycling, reuse, and end-of-life treatment as defined by the Central Pollution Control Board (CPCB).
